Tony Saunders
Founder & Managing Partner
Tony Saunders II is the Founder and Managing Partner of Volte, an investment and advisory firm specializing in financial consulting, equity investments—including real estate development and business equity—and management solutions for organizations navigating financial and operational challenges. Tony also served as Chief Executive Officer of Xenith (2023–2024), a football equipment and apparel company committed to athlete safety and performance, where he led significant restructuring initiatives to improve operational efficiency and financial stability.
Tony has extensive experience in public and private sector turnaround management. From 2015 to 2017, he served as Chief Financial Officer and Chief Restructuring Officer for Wayne County, Michigan. In this role, Tony eliminated an $82.8 million accumulated deficit and a $52 million structural deficit. He reduced unfunded pension liabilities by $181 million and other post-employment benefit (OPEB) liabilities by $1 billion, while negotiating and ratifying 11 labor agreements and spearheading asset monetization strategies, including the $57.5 million sale of a wastewater treatment facility.
Tony was appointed by Michigan Governor Rick Snyder as Emergency Manager for Benton Harbor, Michigan (2013–2014), where he reduced general fund expenditures by 30%, implemented healthcare reforms that cut annual costs by 74%, and successfully guided the city out of state receivership.
Tony also served as Chief of Staff and Senior Advisor to the Detroit City Council (2010–2013), where he led the Pension Reform Working Group, uncovering $1.9 billion in losses in the Detroit General Retirement System. He implemented reforms to address systemic issues in the pension system, saving the city millions. Additionally, he provided financial oversight and strategic guidance on the city’s $2.9 billion annual budget, bond issuances, labor agreements, and procurement processes.
A graduate of the University of Michigan, Tony is a lifelong Detroiter and an active father of two who prioritizes being present for their growth and development. After navigating significant personal challenges in recent years, he translated those experiences into a sharpened, execution-driven focus on accountability, discipline, and long-term value creation. A nationally recognized turnaround specialist, Tony is known for restoring performance in complex, high-stakes environments. In addition to his professional work, he volunteers as a business teacher at Mariners Inn, a nationally recognized treatment center for homelessness and substance abuse.
